How would you intend for this to work though? I don't believe that they'll be changing the animations for any of the grabs at this point of the game, so Gief still has his throws that leave you near him, while Sakura kicks you pretty far away with her back throw.
It's debatable, since Cammy can mix you up a lot with frame traps and IACS's to to throws, so she gets many opportunities to grab, wheras everyone tends to fear Gief's SPD's and AS's so he doesn't get as many opportunities to grab.
There are a couple reasons why I suggested my initial throw damage change -
To have the characters fit their archetypes a bit more. Cammy and Sakura (at least in my eyes) are meant to be quick and safe, and get their damage via combos. Each individual hit should be slightly weaker than average to compensate (They're nerfing the stun and damage of Cammy's heavy attacks in USF4). So it boggles my mind that Cammy and Sakura have grabs that OUTDAMAGE T.Hawk, Balrog, Makoto, Ryu, etc.
Many of the quick characters tend to be slightly better than the power characters (Though in the SF4 series, they've done a great job keeping most of the grapplers competitive). SLIGHT damage changes don't change what the characters can do, nor do they take away from their amazing assets. It just means they have to get their 20 damage elsewhere. So Cammy still gets many of her mixups off her Frankensteiner grab, along with her speed and great normal advantage, she just gets rewarded SLIGHTLY less damage.
