Yeah, I was looking for it written somewhere, but the frame data is an option I turn on and is shown in a box in practice mode, apparently, ? Or am I still missing it.
Edit: And I don't consider myself more than average for this site. I usually go for low execution characters, but I could adequately play Brood Mother in MK X, so that's not an exclusive thing.
Ibuki is "hard" as far as SFV is concerned... but not really difficult when looked at in comparison to other fighting games. What I always considered difficult on her, and I think what mostly gave her the reputation as a high(er) execution character where her bomb setups/traps/resets.. but, unless something has changed with the release of G and Sagat (I heard there was a small patch?) she doesnt use her bomb trigger any more, but VT2 instead -its a MONSTER.
I can go in to some detail on her if you want, but a very simple breakdown is:
She's good at overwhelming the opponent, but she doesnt have to play a crazy pressure game. She absolutely *can*, and staggering her st.mp/lp is a something you see a lot out of really good Ibukis. You just never know what those can lead to and its terrifying to contest them. Otherwise, she wants to do what everyone in V does, and thats control a space she/you are comfortable in, and look for the chance to go ham and eggs. If you knock someone down, make sure you know what your meaty/oki options are - that is universal in V but where Ibuki is such a bully, it goes extra for her. Ibuki *never* worries about getting in, ex kunai is a get-in-free card - but the really good Ibukis understand when to use, and obviously beating the opponent in the neutral without wasting a bar is preferable.. but she's not sitting on a lot of health, and knowing when to use this, and just as importantly, what to do after, is huge.
So yeah. The space she occupies pre-ham-and-eggs depends on who you're playing (character and player), but somewhere around Vskill, f.HK-ish range.. abuse your speed, moving in and out, and looking for the hit, whiff punish or kunai to get going. Once you get going, keep going. Dont be stingy with her vt2... a large part of it's power is that even on block it can do a lot for you, creating mix, stopping pressure and momentum from the opponent, givng you a moment to breath, etc. Learn to hit confirm well with her - I've found her very easy to confirm with, even compared to other V characters.. etc.
Resources and vids are tricky.. if part of what you're after are combos, I's just watch some Fuji play and steal what he's doing.. not just combos, but watch him use VT and what setups and such he favors, as well as what he likes to do post-KD

There is also an option in training mode to show the data as you go, you just have to get used to it. It's not a static listing like Inj/MK.
