As a general rule, holding block doesn't cancel your inputs but it would be good to know if you have to release before or after the attacking button (ie. block the whole time and still get the boost).this would nice to have confirmed, it would make sense that the input would still work when holding block

For example scorpion command use the "1" button and he is placed first, next is Liu and use "2".
Some other characters follow this pattern too (kitana & stryker), except sheeva

interloko - i always go with my heart. i try to use my brain too, but i like trying to guess which character has it. those split moments in time like scorpion or stryker where you say "try bbd", that's your heart telling you that.My guess for noob is because if you look at stryker he uses bbd an he is 3 rows under kitana. Noob is 3 rows under Liu who use same command as kitana.
So noob=stryker but in second place. bbd2
Something similar hora to cyrax. 3 rows after bbd sheeva use ddf so: cyrax= ddf1

Do you know if the player who is getting hit is allowed to activate it? If he does I suppose is like fighting against smoke in mk2, no matters who get the toasty, the first one doing the command is who get it.
