That's a pretty poor assessment. Let's think back to IGAU Lantern: what were his main issues? His strengths?
+Very strong midrange, probably one of the best pure midrange games due to the power of B1, Lift, and D2
+Great mixup on knockdown with Trait Lift, leading to crossup f3 or B1
+Good launching wakeup attack
-Couldn't move very well
-Couldn't force any pressure full screen
-Brutally unsafe
So, as far as we know, most of positives are still there; jury's out on to what his wakeup attack is, but my guess is it's the Brick Wall. If so, that goes in line with the rest of the cast and is a universal nerf. His f3 also looks noticeably slower, but again, universal nerf.
As far as the negatives, look at what we have so far. His dash is massively improved, and the startup on his walk animation is greatly reduced, which means he is going to be a bit faster. With the low buzzsaw and the exploding lantern attack, which knocks down on hit, he now has an answer to hard zoning where he had none before. These moves will both hit a crouching opponent, and the lantern will cause a knockdown, which is a huge advantage even if he were to trade projectiles. Let's not forget Brick Wall, which appears that it might absorb projectiles coming in and provide similar cover to Cold's Ice Wall when MB'd.
Jury's out on safety as well, but there's a good chance at least one of those new specials is probably at least safe with pushback or on MB.
Overall, minigun, turbine, and missiles were either a) blockstring filler (No one was keeping out with minigun) or highly highly specific tools that did little to help his actual problems. Just the potential of these new moves should be pretty exciting since they seem to be targeting exactly what he struggled with in the previous meta.
