Honestly, the best version of Cyrax I can think of is with no resets (50%+ bnbs as he was intended) and giving him one more footsie tool. Like making the startup on f2 15f instead of 29f.
The problem is figuring out how to take away the resets without gimping him in other areas.

EDIT: Honestly, I think Konqrr's idea was a pretty good one. LBSH, the only way people aren't going to bitch about Cyrax is if his net is reduced to the size of the head of Scorpion's spear and his bombs become Cyber-Subs sans-freezing

I don't get why everyone wants KL's spin to be 8 frames or be stuff able by low pokes. His d3 is 9 f and his d1 is 7 without his spin he will be garbage. His whole design is to be neutral after every string and have the threat of spin to maintain offence. He only gets 30% no meter after a naked spin most characters can punish it for more than that. He used to have the threat of low hat linked in after strings which was alot safer and granted a another block string... hes been nerfed enough.

The reason the resets were not taken out is because NRS didnt patch the game one more time. There are several possible solutions and they have all been discussed. The simplest one is to take out the second net in a combo. I used to be against it because of his vortex but in all honesty, it wouldnt really change anything. People would learn to hit confirm into Exbomb instead of net, and end the combo with a hanging net... which gives you slightly less damage (only about 5%) but a true 50/50 after it.

That is.... an amazing idea. I'm going to start doing that now XD (I hate the resets lol.)

But even so, take away the second net fixes that reset, but how do you fix the back-2 reset?

I actually feel that Sektor is where the whole cast needs to be. If a character is better than Sektor then nerf accordingly. If he is worse than Sektor then buff him.
yeah him and reptile feel like the 2 best not broken characters in the game. they can both do some damage and are good characters but not overpowered or broken in almost any way.

b2 reset is weird... its inconsistent sometimes, not really bnb material as it stands now, tho there is no guarantee a way to make it consistent wouldnt be found if the net is taken out. If that were the case it would be impossible to take out without radically changing the properties of his bombs or the b2 itself.

I know of a few specific instances in which you can trigger it everytime, but it doesnt really lead to anything significant.

On a side note, regarding the topic in the OP: I would really like if armor was taken out of the game entirely... ESPECIALLY armor that leads to combos. IMHO it dumbs down the game... I find footsies much more entartaining than baiting as a game.

1. First hit of 2 in 2,3 forward 2 to hit mid regardless of hitbox size.
2. Faster start up and recovery on boomerangs.
3. Staff grab to be -8 on block and keep the pushback.
4. Standing 3 is now 12 frames and increased range.
5, Kitana sized hitbox (OR) Kitana esque down 1.
6. Slight damage buff. (Original damage restored)
Some more suggestions :D

7. 4 can now cancel to Staff Overhead
8. Staff Grab damage increase from 8% to 11%
9. Ex Staff Overhead damage increase from 8% to 11%
10. Up3 restored
11. Ex Glow regular damage intake
12. 1,2 connects with Staff Overhead for fast heavy punishment (Reptile Dash etc)
13. F2 is Mid
14. F212 is High-Low-High mix up string
15. Change Jade's D4 identical to Mileena's D4 range poke

You know how to give them balance because none of your buffs will overpower the characters. Most people suggest armor which is very stupid IMO.

Speeding up b3 would be great. Most people block low vs Stryker because of b3, and it makes it hard to get damage because his mids don't lead to damage.

Ironically, some of the most well balanced characters don't have armor like Sektor for example. Armor is so tricky and the application wasn't so good. I don't like the idea of armor in most cases, particularly armored launchers and the random application with some characters having 1, 4, or zero armor moves.

It would make his 50/50 mix up really tricky too.

+ Kitana is airborne on first frame of f3
+ Uppercut has less startup - 15f->12f

Smoke
- Reset removed like it is on the PS Vita
+ EX Invisibility now gives Damage Boost

Very nice list and very much fair. Just to add a few more :D

Kitana's Pretty Kick hits mid and Ex Pretty Legs is an armored overhead, Cutter should be -15 standing block lol

Smoke Bomb is -15 on block and standing 2 vertical hitbox adjusted

If Sheeva's Low Grab can punish blocked Slides legitimately, would she be broken? :confused:

Sheeva needs her X-Ray stomp animation as a special move, imagine that knocks your opponent down especially turtles. Classic MK3 Sheeva lol

That's how it should be. Naturally one character will be stronger than the other depending on weaknesses, but they don't have to be OP.

Armor is stupid in this game. Some characters have an unnecessary amount of or a move that really has no business being armored.

Ya that's true, but keep in mind I just posted my personal wishlist. If anything, the only thing he might need is armor on ex flame
 
I think this thread should only suggest buffs or nerfs for characters the only play. some nerfs or buffs I see are really unreasonable because the people that suggested these changes dont understand how the character should be played, they just want to nerf the things they think are too good, without considering a characters whole gameplan. people suggesting something needs to be punishable or more on plus dont understand what changes it really brings.

and the most unfair thing to do to characters is to make one character worse than the other, for example in this version smoke is better than sektor, you cant nerf smoke to the point were sektor is better, its only fair if you close the gap. if one character is placed in a particular position in the tier list they should stay there.

* should definitely be put back in. I don't know why they got changed in the first place - especially f32.

Hitting Kenshi with a F32 while getting in and getting him in the nutpunch would make that SOB STAY there at least haha.
I don't play Cage, so I really wouldn't know how to balance him, but it seems to me the reason why Cage v. Kenshi is so bad isn't because Cage needs buffs, but because Kenshi needs nerfs :confused:

Whats the point of the first nerf? He would still take about 70% + mixup and everyone would be crying like they did before the 80+ resets were found. Why not take the resets out entirely?

You can remove the resets by turning every frame of an airborne second net into airborne state, and extend the net's hitstun.
