I have her upper mid tier, top 15ish. She's one of those characters where she either destroys you or gets ran over. Like I think she legitimately 7-3s characters like shao and cyrax and she does really well against other top tier like ermac and scorpion. But she also has horrendous matchups that feel like 3-7s against characters like Quan, peacemaker, and rain. Not to mention sub kameo is a ridiculously good hard counter against her.
She's still good because instant air rockets are a strong enough tool to give her oppressive neutral in a lot of matchups but her buttons are so ass that she doesn't have other tools to win with her main gameplan. Like her mid is slow and gets killed by characters with 6 framers, overhead is unreliable offline (although it's an ok tool to shimmy), b34 is a good auto shimmy but it's hard to open people up with it that no the matchup because there's not a strong throw threat with no viable throw combos team (one of the biggest reasons I don't like the Movado team). Best she can do in a lot of matchups where her zoning isn't relevant is to jump around and try to bait people with her float.
She's just feels more like a counter pick character and not a complete one.
Without starting another Mavado versus Motaro debate, a couple of Sektor's weaknesses can be mitigated with Mavado. b+3,4, which is faster and safer than f+2,1 by one frame, offers easy conversions with forward kameo. Furthermore, back kameo helps against anti-zoning zealotry (i.e., Sub Zero's ice armor, Peacemaker's force field, Rain's water bubble, etc.) while the mine can be used to combo from back throw, albeit the timing is odd and the damage output is low. You can also use the mine sparingly to steal turns after blocked low pokes or b+3,4.
I do not mind Sektor's weaknesses as much as I mind the fact that very few kameos provide meaningful conversions after b+3,4, which is evidently Sektor's best string. The teleport lacking an aerial hitbox is also highly annoying in zoning wars. I perfectly understand that the teleport is designed to have a grounded "splash" hitbox for the sake of combos, but if Sektor is supposed to be a zoning character and anti-zoning character, let her be such. There ought to be an alternative version of the teleport that hits airborne opponents.
