Just because Superman is super easy, doesn't mean Harley is bad. Thats a really BAD way to look at it.
I've seen 3 good Harley players, all unique in style, if you combined all of their styles together she'd be a fucking stupid character, she's already difficult to deal with.
If people stopped playing musical characters and hopping about every 5 minutes, maybe we'd find another character thats a diamond in the rough. But as far as I can see, ALOT of players on here are tier whores and will just follow the words preached by REO and Brady to the death.
There is no way this game is more unbalanced than MK, because when it came down to it, MK was ruled by the KKK, and nobody else.

I want to attribute some of it to people wanting to win with the minimum of effort. Superman is super easy and has great matchups, why play someone else?
I'm a Wonder Woman main and I firmly believe she can hang with anyone in the game, but you're on the Wonder Woman forum, nobody wants to do work. There's whole threads whining about how a character with an i17 overhead and plus frames on half her moveset can't open people up because it's less braindead than f23 breath.
I mean I keep trying to tell people about all the options they have, but why play a character with many options with specific but good uses when you can play a character with one or two options that beat everything.
Oh well you need shield stance for this kind of corner pressure and you want to IAD to pressure in these matchups, and remember what you can parry, and remember that shield stance punishes Lantern lift . . . etc.

Are they close? F23 Breath.
Are they far? Optic Blast!
Also people like a character who does the work for them, it's a self sustaining cycle. People want to see their character win on stream, so they pick the characters they see winning on stream. There's a reason so many players are jumping characters week to week and that's cause they can quickly steal a straightforward characters whole gameplan.
If I want to know how to use Wonder Woman I have to look at a lot of different sources and (in the case of some of my parry info and shield stance stuff) go into training mode and test it all myself.
If I want to know how to use Superman, Black Adam, or Lantern I can watch any stream and see 10 guys doing it for me.
This is also why I'm making video guides for every character who even slightly interests me. I'm hoping if I can spoonfeed people the basics, they'll at least give a character they like a shot.
