He was dumb but I seriously don't see how he got nerfed instantly but Quan Chi Summoner and Raiden Thunder God were allowed to do their thing at launch. He wasn't as good as them.

That is probably their way of compensating for it being smaller than the klone and much slower on startup, it sure isn't 8 frames anymore
