he's not bottom 5 man. Think about it, he has the good base Quan tools and then really good counter zoning with F3 and such. He might not be the best Quan variation but he is still one of the stronger mid tier characters in the game.

I don't see Kung Lao (Tempest) and he deserves to be in A+ at least (high or low). Bo (Drunken Master) can go up to B+. Smoke and Sektor could both be high S tier.

Looks like a pretty decent list besides. (Only commenting on my own characters)

As a liu kang and kitana main I can say that neither dragon's fire or flame fist come close to the viability of Royal storm or assassin IMO. liu is still overrated in this version of the game

I really only like to comment on characters I know, so I think you're right about Swarm Queen and Brood Mother D'vorah and drastically over estimating Venomous. SQ/BM have problems, but solid enough tools in most matchups.

Venomous on the other hand has terrible neutral, an illusion of safety, and no ability to combo off her most important strings. At best, it's B, probably B-

What do you mean how? You use d.1 and then cancel that into shoulder charge mb, or you can also use a d.2 into d.1 in the corner

Buzzsaw is too high. He's A tier, not A+. Tempest is there with him. Hat Trick should probably be B+.

I don't like the high/low format when there is a A/A+ and a B/B+.

Hat Trick is definitely A now, problem is, not many people are so used to play him so you won't see much of high level Hat Trick around, the variation is pretty solid.

The only things that keeps him to be more stronger are in general his walkspeed, backdash, and of course, call back being -7 instead of -5 and hat traps still having 25 recovery frames instead of 20 or 21, but on the hands of a good player he is just as scary as any character in the game now, but takes lots of time to get there. All Kung Lao variations are A or A+ at best.

Hellfire is definitely A+ along with Ninjutsu.

I'm as salty as the next guy about Warlock's current state but I can't agree with this. Quan's base toolset alone keeps it miles away from the bottom 5 and nobody views Sorcerer/Summoner as bottom 5 when the round starts.
