If you're playing Nash, then jump back fierce, or bazooka knee out of it.
Depending on the situation, I like to walk/dash forward - not to punish but just so they don't start their offence and it's back to neutral.
Jump back into a good air normal (usually lights work better for this scenario), dash forward, a normal with a good vertical hitbox (only a few characters have this).
Watch infiltration, but its probably crouching Medium punch if you're using nash.

Yes you can attack them, as in with a counter, I've seen cross-ups get countered all the time, but as mentioned above it depends who you're using and the situation.
