Sub-Zero's combos are very inconsistent on most if not all characters. A corner combo may work when the opponent is ducking, but it may whiff when the opponent is standing. This also applies the other way around; A combo can work on a standing opponent, but once they duck it no longer works. Sometimes the combos even whiff for no reason at all.

This can also effect Jax when he does EX overhead dash on a crouching or poking opponent, combine that with a female hitbox and at a far enough range you can't combo anymore where if they are male/standing you have no problem.

Yes. There is no way this is intentional and could be classified as "game breaking" for Sub Zero. It's a huge part of his GM game.
