If I were to apport some (in my opinion reasonable) changes those would be
Nerfs:
B12 can no longer combo into EX DD3;
B121 now does 10% instead of 12%;
112 is now -3 from -1.
Buffs:
B1 range is slightly increased (it now connects 1 step from the closest distance);
11 is now neutral on block from -2;
2F4 is now +2 on block from +0;
DD3 now consumes 8% health instead of 10%.

If Vicious is getting meterless 34% damage off of F3 F2 F3 4xxBoss Toss and 33% of of F2 f3 11 4xxBoss Toss, by definition they do more. We get around 25% meterless and 32-35% max for 1 bar BnB's.

All the aforementioned characters have overhead and low attacks. Cybernetic Kano does not.
I have been thinking... if Cybernetic Kano had an overhead attack such as Shinnok's b+3, which is 18F and -11 on block, would the world explode? Not really. The damage he would acquire from a single-hitting overhead launcher would be under 30% with meter. What would most likely the follow up be? Perhaps (imaginary single-hitting overhead launcher), b+2,3, EX 2+4, b+1, b+2,3 xx straight ball?
Why are we Kano players so humble when Kenshi is receiving buffs every patch and Kitana fools want a launching overhead and twenty other buffs and Reptile fools keep asking for a 6F armored elbow dash and significantly better zoning?
I now want an overhead and a vastly improved up laser in the Cybernetic variation. These changes would probably make me care about the game again.
Kano has B1, which IS a really good option, but the case (at least my case) is that Kano's BUILT IN Anti Air is terrible. They should really make it worthwhile, or replace it entirely. As far as Cybernetic goes, yes. When we talk all variations, You must include Choke. It's a move that currently serves no purpose. You're at no advantage when you have it block, or when it hits. It isn't an optimal combo ender in anyway, and is outclassed in every category it potentially excels inHe doesn't need annny buffs besides a good aa laser. That would complement his game soooo well..

Cyber above. Not all, but he could use some of those during the next patch roll out. In Cutthroat his B1 hitbox needs to be improved better than balls rubbing on legs to land, EX Powerup needs to stay when hit, and regular Powerup needs to drain less than 15% health.
There are a few things that he can actually use as effective buffs for his long term competitive future, but you didn't list a single one of them.
