There are no bad characters in Injustice. There are good characters and really good characters. I wouldn't classify Shazam is a really good character but he has some good stuff.

For real though, I do expect most "low" tier characters to make huge impacts in tournaments in the next few months, with the right bracket anyone can get top 8 or even win. It all depends on the % that you'll get a winnable bracket, 90% of this game's characters can do it.
