Right now Scorpion is so close to how he was in MK9 that he's practically a port. He needed to be redesigned from the floor up for this game's system. Rethink how his teleport works within the confines of IGAU's system. Get creative, NRS. TAKE SOME TIME. Look at some of the other TPs in this game and apply that to Scorpion. His TP should be no faster than Batgirl's.
The podcast the Pig of the Hut put up was full of useful ideas on how to tweak Scorpion. It can be done while still keeping him viable. But as it stands right now, he is mechanically broken.
