I don't get why this would be bad.
You already have Cary Tagawa giving you the first MK movie throwback. If you have Shao Kahn, and also, as was pointed out before, Liu Kang and Kotal Kahn who both already possess their own transformations, why not do the second movie throwback as well?

Really? I mean...... really? Because you know, a character turning into a dragon is not something cool only in the '90s. And I'm also amazed some people can find something like that not cool.

The only possible explanation is that those people associate it with the second MK movie...... and somehow they lack any imagination at all to possibly think how cool that same scene could be when made by NRS in MK11.

Let me ask you, so.... do you laugh at Kotal Kahn turning into a big cat?

I love Liu Kang's dragon morphs, I hope he even uses that in his move-set, and in one intro, and in one outro and in one fatality.

Liu Kang needs to dragon more!

The difference being that Liu Kang is a human being. Shao Kahn is not.

They even went out of their way to make him look draconic this time.
