See, despite my issue with Batman's trait and his j2, this is what I consider to be a pretty balanced MU chart. If his j2 and trait weren't what they were, he'd probably be what you could consider a baseline character for overall balance.
Batman isn't "OP" like people are crying about, he's just got a few things that need some minor tweaks.

Batman can definitely be aggravating to fight against and his best attributes are without a doubt his J2 and his trait.
With that being said, as good as his tools are, this is his matchup chart even with these strong tools. If you were to tone down his J2 and trait (without changing any other characters) many of his 5-5's would most likely be 4-6's and many of his losing matchups would probably be worse.
The thing is, Batman is one hardest characters to master at high level. It took me 100's of hours with Batman to do all the conversions and situational things I do with him. Depending whether you have 1, 2, or 3 trait bats, you have to do completely different combos and conversions on the spot which adds alot of depth to the character. There's a reason why the most successful Batman players (me and Nubcakes) are the players that have been using him for years since Injustice 1. There are no secondary Batman players doing well, only players that put hella time into him are placing with him. He's no Aquaman or Deadshot.
I know this post is long and I didn't expect it to be so long lol but
TLDR; There's nothing wrong with characters that have high learning curves being top tier, if anything that's the way it should be. You'd rather have characters like Batman, Dr Fate, or Red Hood be top tier then characters you can pick up very easily and use at high level like Aquaman, Deadshot, etc.
