This video is more technical, but every character can use it. Wakeup 3 is invincible, but, using big & disjointed or low profile normals, you can still cancel off them into uniquely rewarding punishes.

This video contains potent whiff cancels for Kabal, Johnny, Sub-Zero, Kung Lao, and Kollector.

To find strong whiff cancel tools, look for moves that are Krushing Blows on Kounter / Punish, or moves that are very unsafe, but lead to giant rewards.

Can’t tell if broken or pointless

What did Paulo say when you told him about this? Whatever he thinks, I agree :coffee:
If you think it can be both broken and pointless, what you should do is average out both of those possibilities and conclude that whiff cancelling is useful.

It's situationally godlike, but you have to find the situations, which are much more rare against some characters (ground pound wakeups) or players (who block on wakeup.)
