Good guy NRS makes variations preset, and only includes 2, so it's easier to make tier lists!
I disagree. Tier lists take time to fully flesh out. Anyone can make one based on day 1, week 1, or even first month tech, but fighting games are layered. There are many different variables that can determine a characters placement within a tier list. The only way to explore those variables is to give the game time and have an open mind towards consistent change.
Nowadays people come to conclusions on where characters reside on a tier list based off theories that are based on data that is cherry picked and obsessed over, then these theories aren't tested. If an attempt is made then it isn't fully tested. Our obsession of which characters are the best in a competitive environment has led us to create lists too quickly. I understand why though. We're in a generation where technology has sped up the production of material goods which has changed our minds to lean towards wanting things instantaneously and consistently.
The process of making a tier list is a long one that requires a lot of competent players who know the ins and outs of their preferred character(s). To have that level of insight time needs to be spent on the game. That can take months. Sometimes years; however, a majority of fighting games don't take that long to fully flesh out, but there are exceptions.
