you can have a in-game comparison, like say, Grundy's command grab is better than Bane's or you can have an out of game comparison, like Red Lantern power is more powerful than Green Lantern power.

But you cannot cross the streams, ie: the fact that Nightwing does the same amount of damage in Damian costume means that it would (if he were still alive) take Damian another 5 years of development to rival Dick Grayson in bow skills.
