Well what I mean is that Cyborg's advantages are from full screen away only, up close she's actually better mix up wise and string wise in terms of safeness and damage. Her pokes really make it hard for him to get anything going when she does get in, he seems to have a hard time getting characters off of him outside of using armored grappling hook and MB back 3/forward 3 both in my experience playing against him and as him a lot, but this is not to say he cannot use grappling hook with armor to get away
Down 2 buff hurt Cyborg's jump ins a lot including grappling hook into jump as his mids, strings and footsie options all either have minimal range, a lot of holes or do minimal damage. He's one of the only characters in the game with equally or even weaker midscreen damage output and he has a pretty hard time opening people up for his damage.
Fireballs being duckable now helps too, there's a lot of little nuances.
At worst it would be 4-6, but for now my impressions are 5-5, but that could change with new data and evidence.
Unlike Deathstroke who has a great up close game, solid mix ups etc or Sinestro with a crazy good trait, Cyborg lacks these two things, lacks damage, lacks good mix ups and lacks solid footsie strings etc to really mess with Hawkgirl.
He only has advantage from far away.
