You can make anyone into a fighter. You shouldn't, but you can.
Don't get me wrong, I think Zatanna's a neat character. I just don't see how she could be anything less than a pure zoner that would be absolutely screwed in close combat.
In all but one of her appearances she showed up without Firestorm(0 people know this guy) and all were decent to good if she gets in(shouldn't unless Flashes villain spot is taken I guess) she gets in, no reason why they can't find a way for her to be an interesting part of the story

That all depends on the writers any character can be interesting and any character can be lame
