"Guess who will spend more meter" is stupid. The fact that it deals damage itself is stupid.
If it's going to be a breaker, make it so the person who breaks already spends meter to initiate, the opponent can spend a bar to counter and they each take turns until someone doesn't want to spend anymore meter or they can't spend anymore meter.
Person who breaks creates a neutral situation afterwards and ends the current combo without incurring anymore damage, the person who's getting broken if they win should be allowed to continue the combo meaning the attack that was broken would be used again as the hit for winning the exchange. The attack itself would hit like it would on a neutral standing person so it might continue the combo or it might just end it creating a strategy for the player trying to break to figure out and doesn't have any randomness to it.
EX: Player A has 1 meter, Player B has 2 meters. Player 1 has won the first round and they are currently in Round 2.
1. Player A gets Player B in a combo that will take the current round and the match.
2. Player B has to Clash or they will lose. Player B uses 1 meter to initiate a Clash.
3. Player A only has 1 meter and cannot win the Clash, however letting this go would allow Player B to possibly come back. Instead of letting it go, Player A counters the Clash with 1 meter and forces Player B to counter that or lose.
4. Player B counters the Clash and now both players are stuck at 0 meter, however Player still has 1 Round and the health advantage over Player B.
Basically you'd be in a situation where knowing how good your opponent is with or without meter matters as well as the round situations and how you're able to control the situation. Maybe your character is better with meter than theirs, so instead you don't counter the first Clash at all.
To break out of any situation, the person breaking will always have to spend more meter to break than the person being broken which I feel is fair. All this does is removes the damage from Clash and the guessing game which offers no real depth, it's just a stupid guessing game.
