I think I found a left and right 50/50 off the whiff normal reset. I made sure to have the cpu hold back so i don't get one of those weird "cross ups" where they still block it on the same side. The only weird thing about this is that sometimes the computer would block the cross up if i did a later J2 but sometimes it wouldn't if I did it a little earlier. Either way it seemed to cross up, but idk why the cpu doesn't block it sometimes. Is it because i do the cross up on an earlier frame and the cpu doesn't walk back in time?
Anyways, a quick description of how to do it:
F213, 4, F2, 4, B2, D4, Slight Step Back, Whiff Standing 1, and either j2 or j3 slightly early.
You can do it with phantom strike after F213 but it makes the spacing somewhat inconsistent as sometimes you gotta step back slightly and sometimes you don't. It seems to be more consistant without the phantom strike. Here's a vid of it:
