I think it's because its how it was attended to be used, so no ones surprised. NRS even showed it in the Kombat Cast when they broke down Johnny Cage's moveset.

It's literally the same thing. They both have a 9 frame gap. They both do good chip, and they both build a ton of meter. Maybe NRS were crazy and actually designed raiden to have good pressure in his rushdown variation
