1.nightwolf-why is a jax clone gotta be so damn gimmicky guess thats what happens when you are thought to be top tier during patches lol.
2.stryker-armor lulz 0 priorty and terrible strings.
3.jade- garbage strings, terrible recovery on projectiles, glow....
4.Sheeva-no speed or priorty on grabs. Mash low pokes yet beat her armored low grab lol.
5.kano/raiden- both nerfed due to online complaints.

When I think of MK9 characters being retarded.... I really think of these guys:
1) Liu- Kang (the sound effects he makes are derptarded... only Bruce Lee pulls that off)
2) Sheeva (She is physically impossible, and she is wearing Borat's Unitard)
3) Stryker (the man is bottom tier, despite wielding a goddamn gun. He should be able to flawless everyone)
4) Skarlet (HEEEYAAAAHHH!)
5) Smoke<costume 1> (That hair. That GawdAwful hair.)
I'm gonna add another:
Kung Lao.
-Kung wears teal and purple. He throws a hat.
-He throws a-lot of hats.
-His main move is a goddamn "pirouette". The man spins. HE SPINS! All this... and he is arguably the best pick in the game. Which means that I had to get beaten countless times by this ballerina while first learning this game.
