Jacqui, Cetrion, Liu, Joker, Fujin, Kabal, Kano and Kotal are all better than him, and then you have Jade, Shang, Johnny, Noob and Sub who all of them could be argued to finish that 9th and 10th spot.
I have a hard time seeing him in top 10 ngl

Both are better than noob.
Spawn also has goodish matchups against a lot of the top tier. Joker namely.
