Making it a high and taking away the armor it received when meterburned (presuming this is what they meant and they didn't accidentally confuse invulnerability frames for armor) is definitely overkill.
Personally, I thought the move was balanced. At 21 startup frames, it's already slow, while at -19, it's highly punishable on block. It received invulnerability frames on wakeup, but not that many. Tossing it out on wakeup is a crapshoot, but one that could save your life if they were shutting down/baiting db2.
IMO, the only change it should have received is increased blockstun, as it is nearly impossible to punish on reaction despite being -19. Problem solved.
If they make it a high, they should also make it faster and safer on block. A 21 frame high that is full combo punishable on block doesn't offer much utility, IMO.
Also, that damage nerf sounds ominous.
