Didn't the same thing happen with Gen? Like Xian literally singlehandedly put that character up the tier list. Just because he was the only one who really put the tools and setups to use.Sim has not one single tool that's harder to execute than chun, karin, or cammys and they're all too tier. Instant air tele/gale/drill are all as easy or easier than the other instant airs in this game because of the more lenient height restrictions.
Also I do still say that in its purest form a tier list examines characters in a vacuum. Player skill is irrelevant and it's assumed that the player can utilize all of the characters tools, otherwise what's the point.
The same thing pretty much happened with Ken and Ryu. Normals too stubby, v-skill sucks, can't zone, whatever other complaint we heard early on. Then as people learned the characters they naturally got boosted up the tiers. I'm positive if it wasn't for Chris G, ISDD, and Du, we'd see Guile chilling at the bottom tier or bottom of the mid tiers at most. Just the way it always works in the FGC. If you look at Ultra David's tier list history you can see the progression of some characters.
I'm not saying it happened to Sim specifically, but I see where @Kroaken is coming from. It's just one of the constant trends in fighting games.
Question for anyone: what tournament did RB have that initial showing of Urien?
