Keep it closed, cherry pick some people (Casual and pro) who have shown a consistent interest in promoting and improving the game, and turn them loose. They will find just as many crippling bugs as a beta daycare full of screaming uncoordinated fans who just want to play a new game for free.

Opened or closed betas don't have any impact on what changes in the full game alone, it's also about the developers actually choosing and working to fix those things. A beta didn't help SFV was because, in all honesty, Capcom sucks and a lot of the stuff they have done with SFV has been proven to be amateur-levels of work. It didn't help Infinite Warfare because Activision just uses betas as a demo to get people "hyped" and to lock-in purchases (because you have to pre-order to get codes early).
The Injustice 2 beta may, or may not have any impact on the final game. Either way, I'm still excited because at least we get to play the game early.

This is my primary concern. 90% of betas are just "an opportunity for people to play earlier" and that's fucking useless. Fun, yes. Great community / morale booster. Sure. But as a useful tool for game development? Something I feel comfortable kicking off a game I plan on supporting for a couple years? I like the way they handled the MKX online beta, but WB has Activisioned up every other part of this game now so I'm worried.

I think a lot of companies don't mind if their servers can't handle the amout of people in the first week of the games release. Most people are pretty casual and will stop playing online after a few days of playing, that's why these companies are never "prepared" for lots of people not able to connect etc... It's not cost efficient to have all these servers up, running and requiring maintenance when there will be significantly less players next for most of the games life in the up coming year.Yeah COD literally puts out there "beta" like what?
