I personally like Displacer. F1,4 is a 6 frame mid into low that knocks down. Any time I have some advantage and I think they will freeze up, I teleport behind and throw.
If they're reeling after being hit by Raiden's projectile, teleport behind and throw. In the end, I think everyone will realize Displacer is the most effective variation for Raiden.
