The dude who leaked it worked on the mobile version of the game, which like Injustice 1 and MKX, different costumes were treated as basically different characters.
I really hope that means that roster spots are freed up cause of those skins. Also.
Even if he has everything dead nuts, mobile and console have independant casts. We know three of his leaks are DLC costumes in the main game, which drops his number to 19 assuming none of the others are costumes. It doesn't account for the guests you know the game is gonna have, shore up with the 31 boxes on the website, or address darkseid whose mobile version is clearly not his i2 variant.
