I've been playing this game again, quite a bit when my DS is charging, and here is what I've come up with and a half-assed explaination on some character changes. I'm working on creating a full detail on all characters for the 64 port.

1. Noob Saibot- Easily the most broken character in the game. Play him like you would for MKT PC/PSX port, and because the “backfire trick” does not work, Noob is even more lethal. Essentially, one move is all it takes for Noob to win a match.
2. Rain- The second best in MKT N64. His game is very similar to his PC/PSX game, but is altered because you cannot go into the aaRH infinite after the kick auto-combo. Once again, one mistake and your done.
3. Human Smoke- He plays the same as in UMK3, but his broken infinite can be done unblockable. He is above Kabal because the overall speed of the game plus his faster walk makes him better in this game.
4. Kabal- He is just as lethal as UMK3, His game remains unchanged.
5. Classic Sub Zero- Because of cart limitations, Nintendo decided to give Classic Sub all freeze containments. This gives him such a great jump to the top of the tier. The different freeze containments, and keeping his pop up and long-range slide, give him new infinite opportunities and completely changes his rush game. He can escape a run-jab with ice clone or plant one for someone who is going to teleport. Then he can go on the offense.
6. Scorpion- The teleport and forward teleport have no time limit making new counter juggles possible, however because he lacks a pop-up & having damage protection after either teleport keep him from number 5.
7. Kung Lao- He drops in this game due to other characters power in this game. Although the spin has a hit limit of 3, Spin, aaHP, Spin, it can move back and forth. Also the moving spin has an odd property of moving the screen back when you move back. He still has his aaHP, wiff dive cross screen infinite.
8. Baraka- His MKII damage level plus spinning blades are all he really needs to be in the top 10. His frames, however, are nearly as bad as Sheeva, just don’t get trapped in the corner.
9. Kano- His overall game remains unchanged.
10. Nightwolf- His overall game remains unchanged.
11. Reptile- His overall game remains unchanged.
12. Ermac- His telekenitic slam has just a slight time delay, unnoticeable unless trying something like slam, aaHP, aaLP, slam, aaHP, aaLP, slam, aaHP,HP, JK, RH, HK corner combo. A plus is his teleport punch has virtually no time delay.
13. Khameleon- She is all three female ninjas in one. Its about a 8-9 clock seconds before the computer wants her to be. Because she is a female ninja, she is harder to juggle. Her rush game is rather difficult but once you get use to the changes, she can be very lethal.
14. Sindel- Her overall game is unchanged. However if you trap someone in the corner, it IS possible to aaHP, scream, all the way to victory.
15. Raiden- His damage is not the same as the PC/PSX version. He has nearly as bad frames as Baraka. He does have his relaunch and aaHP, HP teleport infinite, and both are somewhat easily achieveable in a match.
16. Robot Smoke- His overall game remains unchanged.
17. Kitana- Her game remains unchanged, but punishers are more lethal and she can achieve Wave, aaHP, Wave to end a corner combo.
18.Sonya- Her overall game remains unchanged.
19. Stryker- He still has his rather large frame. A plus for him is his corner infinite is easier because you can do JK, aaHP, Gun, aaHK, HK, aaHP, gun. Another plus is that after doing a Baton trip, on some characters, he can do his auto-combo unblockable.
20. Cage- His frame is probably the most difficult to achieve any kind of juggle on him. This prevents him from being lower on the tier. An offensive plus is he has a relauncher that works on some characters. Just be sure if you do Shadow anything its an anti-air or after his pop-up.
21. Jax- His overall game remains unchanged.
22. Sektor- He has a double missile that can be a difference maker in a match, especially after an anti-air or pop-up combo. Other than that, his overall remains unchanged.
23. Liu Kang- His overall game remains unchanged.
24. Jade- Her overall game remains unchanged.
25. Cyrax- His overall game remains unchanged.
26. Shang Tsung- He can be more lethal on 64 because he can morph into Human and Cyborg Smoke. Other than the new morphs, he remains unchanged.
27. Mileena- Her overall game remains unchanged.
28. Sheeva- Her overall game remains unchanged.
