Shao Kahn is not actually his name. His name is Shao. Kahn is a title, one given to the ruler of Outworld.

He could just as well be called Shao King or Shao Emperor. Shao Sultan. XD

So for Kitana to gain the "Kahn" title to her name, she would have to be the ruler of Outworld.

from my understanding kahn is not a name but a title. kotal and shao are not related.
