Your circumstances are dire!
I really really really hope that the upcoming patch, that will include balance changes, will fix or change some of kitanas glaring issues. No, it's not the B231 whiffing issue.

What I would like is:
  • Faster movement in general, this is a huge huge huge part of why kitana is and feels so slow. Combine that with her slow mids and you get the picture.
  • 11F B1 or a new mid that's faster than 13F's. I don't really understand why her B1 is 13 frames when the range of it isn't good and isn't very forward advancing compared to most of other characters mids. You can't stagger with it or it's follow-ups at all.
  • Buff her pokes. Faster D1 and D4 if the poking system stays the same. I really don't understand how, in a game where poking THRIVES, a character with slow a$$ and dial-in mids also has slow [email protected]@ pokes when no other character suffers from this issue. If the poking system improves, then I'd let them as they are. Perfectly balanced.
  • Give the B231 string endings a meaning. You can't get the B231D2 KB against a good opponent almost ever. My advice would be to make the B231343 string plus on block and make the opponent guess between a + on block HIGH move or the KB.
  • Make booty a base move in her kit and add upwards fan toss to fanfare, as FF serves no real purpose. Make it a variation that's heavy on conversions and damage but lacks mix-ups and staggers. Also, why can't kitana have a quick reversal on her base kit whereas Geras has a broken jump in implemented in his base kit? Make it make sense.
That's all I think that kitana needs. Nothing too drastic or gamebreaking. Will get her to a perfect place.

Honestly, keep the d2 ender of b231 -5 but give it the pushback of 131 because the spacing of that string is exactly where she needs to be.

Now that we have Mileena can Kitana get full reworked to get her OWN moves instead of being part Mileena? Is Mileena gonna be part Kitana or even Tanya? (Not asking for this at all just want them all to be their own people)

Probably not, and besides, NRS could add a 4th variation and I have my eyes on up fan and forward/backward float. ;)

I don't see it being a KB, but the fact that she uses her fans on both throws means that when they're buffed, both her throws will do extra damage so that's even better than just one KB imo.

This "buff" means nothing if the recovery of Royal Protection hasnt been reduced. Its literally used only in some MU where you can safely parry the projectile.
 
Royal protection is a joke in almost all matchups. It should be replaced with the sharpen move like MKX Assassin. MB version has faster recovery. Then I may consider playing Fanfare instead of other two variations

Was gonna try to learn Fearless bc I want to have a bad ass zoner in my pocket but Warlock sounds more fun.

Question. Why do instant air fans have SO MUCH scaling to the point that they aren't worth it?
Did they add it to "please" kitana players or to actually have means of converting if you catch someone mid air?

It's extremely odd to me that NRS is hellbent on making sure Kitana does not get to have good fan combos. Ground fan combos? Not in the game. Air fan comboing? Removed with day 1 patch and only brought back with amplification in very specific scenarios. Damage scaling? High.

Very strange.

Also, if you guys haven't known, it's possible to convert off Sonya's regular ring blast in the corner if you hit the projectile high enough.
And Liu Kang can always convert off MB low fireball.
Just NRS's way of balance as usual. Low tier chars can only receive worthless treatments and aren't even close to "jack of all trade", while top tier can do everything: zone, pressure, mixup, high damage combos EXCELLENTLY... at the same time

Kabal is a much better kitana in my opinion. It's so apparent that it has made me question this games balance since day 1.

I honestly think Kitana was thrown into the game late as hell with no real gameplay design laid out for her.
