It's their (NRS) way of giving fans a little bit of Mileena since she likely won't be in the game. They probably thought fans would appreciate the gesture. They clearly don't know their fans!

The thing that's more annoying is that the sai is one of her gear pieces.

This was a pointless choice by the developers but they did it to plug mileena in the game somehow. They Completely disrespect the character and her fans with this crap. On top of that, because they allowed fanboys to tarnish Kitana, her move list, abilities, and style is off.
