Because random straps, rags, and copious amounts of buckles are "in" now apparently even if it doesn't make sense given the character's origin and location.

I don't get it either.

I'm sure the art team made him look like he does on purpose. My guess is they didn't really want to accentuate his face too much to show any real "personality". If you think about it, a body that harvests so many souls could indeed be represented by having a plain, soulless & mannequin like appearance. So the concept is not too far fetched.
