I completely agree that we should take charge for OUR games. There is no reason that Injustice/MK rulesets need to be the same as other fighters.
Honestly, I think we could take a leaf out of the Smash Bros community for things like this. They have something called the Smash Back Room which is a restricted forum on Smashboards.com for people such as high tournament players, character specialists, respected theory fighters and even tournament organizers. From here, they had private discussions on the matters important to the community and would release some of this information to the public like tier lists and tournament rulesets.
The thing I see us taking away from this most is how they work their stages. The Smash Back Room determined stages generally considered neutral, and kept those as stages available for the selection process during the first match in a set. Other stages were left available for counterpick for players losing matches during a set.
At first glance, it sounds a little elitist, but consider how fast we as a divided community almost banned Scorpion. Consider how many new players/casuals complain about things they just flat out don't understand and I think a TYM Backroom could really help.
Take the Kryptonian Council to the next level. Keep up the podcasts, they're awesome. Get more players in there to make the tough decisions for the community. There's no sense for the community to be so divided on so many topics, unite them with "TYM Backroom approved" rulesets and tier lists.
Just my $0.02.
