Yes it is now very hard to get in. Since her basic bnbs now require even more stamina, she often lose momentum.
Retile for example is harder to aproach now.

In Brawler and maybe Spec Ops yes. Hollywood should be fine for that matchup, anyway, though if you're a loyalist to the other two, I can see how the changes are harder.

You can get in with reptile, even if he's playing keep away, it just requires timing: whiff the first hit of ex glow kick and it kind of acts like Sonia's air kick. But, on the subject of the stamina, I didn't find much of a difference fighting reptile, you just really have to get him in the corner since her mid screen damage has changed because of that nerf.

But then again that's my Cassie tactic for every match up since her corner game is still the strongest.
