Shao Kahn is base roster pre-order DLC. He's playable on day 1, and all his content is in, you're just paying to unlock him. This won't be true of Shang and the other 5 KP1 characters. I take your point about the confusion surrounding the 29 slot roster, and this is why we can still (naively)...
