That leaves 4 spots left(if it's 24, for the sake of speculation). We currently have 11 heroes, and 9 villains(counting Catwoman as a villain for the sake of speculation, even though she should be considered a hero or neutral). They said they were aiming for 50/50. So that would mean 3 more villains, and 1 more hero.
It's safe to say, the last 4 will be the ones we've seen glimpses/hints of:
21.Raven
22.Black Adam
23.Ares
24.Killer Frost?
That would put us at the 24 character minimum, include everyone who's been hinted at so far, and meet the 50/50 heroes and villains goal they set out to accomplish.
If we end up with 26 characters, I would imagine we would be getting Martian Manhunter as the hero, and an Aquaman villain(Ocean Master or Black Manta).
Even though some of the evidence has been pointed at more than 24 characters, and I believed it to be the case, it probably makes the most sense at this point that it's likely to be 24. Hector did say the select screen was a decoy, but that doesn't mean the real select screen has more spots. He also said they weren't even halfway there in terms of revealing the characters, but people make the misconception that he was counting 12 when he said that. If you look at the interview, he says "we're about 12 characters in and we aren't even halfway there". Key word being
about. Which
can mean 12 isn't halfway, but could also mean about 12 isn't halfway(such as 10 or 11 being about 12).
So i'm guessing it'll be 24 in the game at launch. Martian Manhunter will be DLC. The Aquaman villain in the picture, will likely be an alt. skin, or a story only character as NRS has stated will exist.
