As for the defense, Sheeva's is rough mainly because of her sprite size, and her glitched ducking block which hurts her a lot vs rush down characters. She's a bigger character so she catches close range upward JKs constantly, as well as upward JPS to combo, which is a sudden surprising tactic that must be predicted and anticipated.
Things like Cyrax's bomb break infinite, and Shang's ground eruption infinite make it impossible for either of them to be last for starters, and anyone who can relaunch infinite Sheeva is above her as well. The only character Sheeva has a claim against is Mileena, logically, because they are back to back in the bottom tier, and there's no way Sheeva is above the bottom tier, in the instance it would put her beyond all of them for some reason that doesn't exist.
One of Sheeva's important tactics, grounded JK to teleport stomp, doesn't work vs Mileena because of the roll, and sets up a free juggle for Mileena. Mileena's sai shot lock down works better against Sheeva than most characters because Sheeva is taller. On top of that, female ninja run jabs as well. Sheeva's problem is, her strategy vs everyone is the sameand can be described as a way to beat any character "when applied perfectly" which doesn't make for a case on better tier placement, it in fact keeps her right where she is. She's a robotic character, and just because Crazy can use her well, doesn't mean she's better than any character. Crazy could beat most people using only normal moves so it really says nothing for Sheeva at all. Sheeva is, without a doubt, the most limited character in the game, fortunately she has some powerful combos.
