Also why does anyone think that this will affect meter drain in any way? It isn't a glitch, EN specials have armour on the second frame at the earliest, x-rays have armour on frame 1, it's so that x-rays are more reliable for escaping pressure.

Everyone has three Super Arts, Ryu and Chun li are going to be used.
Ryu had Shin Shoryuken which gave him one very large bar and was a super powerful anti air/combo ending/punish attack. He only got one stock and it was a very big stock, because the move was so damaging.
Shinku Hadouken was his most basic SA and it had 2 stocks that were about medium sized. Basic five hitting projectile and his most versatile SA, which is why he got two instead of one stock like his other two.
Dejin was another projectile that was unblockable and would stun the opponent, leading into awesome combos and set ups. Not as versatile and a bit smaller stock than Shory, and only one stock.
Their different supers are balanced based on how many stocks they got and how much it took to fill them, while filling the stocks would saty the same.
Think of it as if you could make the sections of meter for Kabal bigger or smaller. If bigger, it takes more to fill up, but you get a better pay off. If smaller, it's easier to fill up, but you get something not as awesome.
The amount of stocks you got were also important because EX or EN moves take half a stock. So a Shinku Hadou Ryu can shoot a crap more EX fireballs than a Dejin Hadou. Picking the right Super Art was a very big part of the game.
If the meter is ANYTHING like that, trust me it would be very- Well actually, if they did it right it would be balanced... So... yeah. Honestly, can't say it would be balanced because it's just a guess based off of what we know about character specific meters from the past and how they could go a completely different route.
TL;DR: SF3 SA/stock system is balanced. How NRS balances their meters is something we can't tell from a short tweet.

Alternatively it could be like games like Blazblue, where certain characters have super-meter gauges that work differently from any other characters....one character has a meter that builds as time goes on, including as you block, another character has a bar segmented in 4 instead of 2, etc.What does character specific Meter even mean? The "dial a combo" system is fine to me, even though I can chain/link perfectly. I actually wasn't expecting a DC game at all, I mean Marvel's where it's at and crapcom already ruined that as a fg. Anyway, since it was made by neatherrealm, I would think they would stick to the formula that has been proven to work for them. If anything I was not expecting a street fighter 5: DC characters game. I mean they want this game to be over the top with all this crazy shit. how are people gonna do that when you gotta keep pulling back everytime you think someones gonna attack and shit then you pull back and crouch so you don't walk backwards then they hit you with an overhead. lets just face it back to block is a fucking dumb mechanic. I mean the website for MK called Test Your Might.
