To answer this, she's a special forces character so you know that's a loaded ass question. All of the special forces characters are for the most part less Lore Driven than the super fantastical rainbow ninja gang with the cyber bros and the various races of the other realms. Jacqui and Jax share a story arc in 11 that's more relatable than most of the other crap that happens plot wise. She's a side character, and a special forces character, which innately makes her a lot less "Wut?..." than Fire God Liu Kang or Sir Infinite Lives Jobber Geras. In MKX she's awful and I hated her I will 100% give you that she was just there to be friend of the protag, and get into a weird awkward half relationship.
Hahaha nothing is wrong with vaginas. I just mean I would have much rather some interesting character like a girl who can create an illusion of herself or a vampire and have cool design. Hell even oddjob from goldeneye has a mroe interesting skill than her (he can throw a top hat). They were just like:

I think it lessened Jax as a character to suddenly ground him in realistically deep emotion while others had been through more and shrugged it off because thats what Ive been led to expect of magic death fighters. It also could have been a good start for Jacqui, but neither Ermac nor Quan Chi were in Mk11 for her to properly avenge her dads traumas so it sorta seemed like a plot that couldnt have a resolution without Jax having an internal realization or needing to "snap out of it" to help his loved ones, therefore it was not Jacquis story but indeed Jax's. Just my take, Id love to hear another opinion. Shit, I mean even her arcade ending is her erasing herself so Jax can not become a waste of a character.

Within his first two games Reptile was, by Ed Boon's words HIMSELF, just a pallet swap of Scorpion trying to make a cooler alternate version of him. He had no depth. He has since had 8-9 games to develop as a character and didn't have a whole lot plot wise to show for it. His staying power has literally always been nostalgia.
Jacqui didn't really have a lot of presence or dialogue in the actual story because, you're right, they took away the only plot devices she could have used to have an arc relegating her to playing second fiddle for her dad's arc. Thus by MK11's story mode you can consider their stories one big Briggs arc of weirdly realistic mental trauma and issues that's super relatable and felt like a very strange pace change when we were introduced to PTSD Jax. It grounds those two as the most human of the human characters, which I concede, is boring compared to the fantastical stuff surrounding them. Her tower ending is super dark and heart warming though.
It entertained the hell outta me as a kid, and looking now it was recieved well in its time, so maybe recency bias is affecting my opinion. I tried to rewatch it recently and the cinematography and even Peter's acting were a little too campy for me. But ay, thats the 80's.
