Players and results definitely effect tier lists is all I'm saying. There are examples of characters going from low to mid/high on the back of one top player playing/developing the character. And yeah a lot of people were unsure of ibuki earlier. I bet they aren't now.

She definitely doesn't suck. She might or might not be top 5, but it seems unreasonable to say she sucks. There might only be 2-3 characters in the whole game that are bad enough to say suck.
