You have to be on point, so if you don't trust your reactions try to at least press throw. People tend to not dash in and mash their quickest button so at worst you tech.

depends on the character and what they press after. Bisons dash is 22 frames and the quickest thing he's gonna realistically do is throw, so you've got 23 frames to press a 3 frame button. Or 34 frames to tech(22 dash frames + 5 frames throw startup= 27 frames plus a 7 frame tech window).
I'm not too sure. My guess would be if the MU is easy to sway in someone's favor. Upper left (unstable advantangoues MU) is Mika and she can steal away a match in a blink of an eye. Bottom right (unstable disadvantageous MU) is Chun-Li and she overall top tier and is a very stable character so I'm guessing she easily beats Rashid. So it seems like the closer to "unstable" the more powerful their is some tool or set of tools that mess with the MU for Rashid.
Likely refers to how everything can go wrong on a mistake or two.

No. Ryu you could try to argue is better than chun(but you'd be wrong). Nash is far weaker than chun, her neutral is almost the same, but she also has a reversal, has a 3 frame button, has a more reliable and imo better v trigger, and can combo off of lights into mediums with no CH, her IA legs are way better than moonsaults as well.
pad vs stick is just preference, and no you can't check frames in game. There's an app for that.

That's true. It's all just opinion anyway. I would take any of these with a grain of salt (literally). PR Rog has been notoriously wrong and a cry baby for a long time. Dude whines about everything. To his credit, Alucard agreed with the list but said he thinks Ken bodies Balrog and PR has him even.
alucard also puts guile top 3.
