Does it seem fair that Smoke can phase through with half a stamina bar, but Scorpion uses full?

Yes but teleport cancel is an evasive move.
No it's not, the third option is the fullscreen Telecoward. Telecancel is when you feel they gonna try block and punish your TP, cancelling it generally gives you a freethrow

Its a combo extender move that you can hit confirm to stay safe from any string, and that itself can turn into a mind game as the opponent has to wait to punish on block...shouldn't that cost you a bar of stamina?

Smoke and Mileena's phase are literally only escape moves.

Smoke's phase might recover instantly, we don't know yet, but I can say that it defiantly won't combo extend. Totally different moves.

basically scorpion would get to apply teleport pressure twice, relentless teleport cancels just to mark territory, hellfire would come out of 214fbc into tele cancel, never being afraid to wakeup, you would just tele cancel then tele away and stay safe until your stamina refills, scorpion would never get locked in the corner.
From the looks of it though, Smoke can never get locked into a corner either. This is on top of a teleport that he has as well as the teleporting normal attacks. Of course its speculation, but it seems like Smoke could phase out of corners for free.

smokes tele is nowhere near as good as akumas or e ryus from the looks of things and those are fine. At worst you're going to have to make a read(shocking) and commit(unheard of!) to choosing wether you stay back and punish the tele or pressure on wake up. Welcome to fighting games.

On stream Derek got punished by using when he tried to approach @16bit, so there is recovery frames on smoke teleport before the stance action becomes available, on that period where he is recovering, you can punish him for sure, so no, he doesn't get away for free.

And Scorpion can get locked in the corner, that was just a speculation analysis on what he would do if he could cancel his teleport for half stamina.

just chill, on the earlier days of mkx before the vanilla release or the day 1 patch, his tele cancel didn't required stamina, flame aura would stay active even if he took hits, and he could combo from d1, ex mb spear hard a LOT of hit stun, and didn't triggered damage protection afterwards, his F2 overhead was +25 on block, now imagine how stupid broken he was.

i get what your saying eddy, but i hope its safe at least with meter to continue pressure like Ethereal is.

but we really don't know if its punishable meterless or metered yet..

i mean it was Derek Kirtzic for crying out loud. he is known for dropping the ball several times in a single match. he yolo's the same move all game, dropps combos like a madman.. i don't know if i trust him to press a button on the first frame or 4 available after recovery.

if you know what i mean.

All characters are not meant to pay the same price for similar moves. Their move sets and options determine what the cost of a special move shared by more than one character will be.

It may turn out that scorpion has better offensive/defensive options than smoke so half stamina cost may be justified.

We just dont know yet

What I'm trying to say is that it's useless to compare two abilities in the vacuum ignoring the rest moves and qualities of those characters.
No,but Raiden has the fastest mid in the game.
Anyway you are right,the comparison doesn't lead anywhere.

B. Why are we saying what he needs and should have instead when literally only a tiny handful of players have had minuscule access to him? Way too early to tell.

But to be fair Shinnok is waaay better than Raiden.
