Learn every character in the game. So I know what to block against, and their advantages and disadvantages. What do you guys think? I might get alot of shit for asking this hahaha.

You don't have to honestly. I only learned the frame data for each one in MK9 and Injustice and the best options for my char in every situation. I did end playing most of them in MK, though. Because it's awesome.

It will take some time, but I think that is a great idea. The only fighter I've ever been good at, I knew every single character in and out. Maybe I wasn't great with all of them, but I could use all of them and knew how they were supposed to be played and what they wanted to do. A game like MKX, however, learning every character and every variation of those characters is going to take A LOT of time. The reward will fit the time though, imo.

What's the notebook for? XD .. I really suck with knowing what frames are and how to punish.
The notebook is to basically have a log of what to do and what not to do. Say your playing against Z character and they do the string 113. You have written down that when they do that string, you can punish with "ABC" move.

It's more of a go to guide in which could help you memorize what to do when your opponent does something.

See I read that and was confused. No idea how it works. I just know there are safe strings and unsafe strings. Im not sure when to punish. But thanks for the help anyways :/ and alright I'll take notes.
