Its based on votes also. The ban what they want. And let other stuff that probably should be banned stay.
Prankster is just a broken ability in general. Although a counter to it would be something along the lines of prankster Taunt. It fucks a lot of those kinda teams.

However if Swagger is banned fine. However what about its special attack equivalent? Flatter? And if the reason is "coin flippy" then we might as well ban Weather and Entry Hazards.
Sand Stream and Swift Swim can definitely be considered "coin flippy" for the person on the other side. Even if rain is only 5 turns we have Drizzle Suicune/Politoed who don't suck. And Sand Stream Tanks like Assault Vested Tyranitar and good ole Hippowdon.
And all of this wouldn't be an issue but how is Kyurem-B NOT banned? Explain... I want that explanation now. OU my ass.
From what I read it was Swagger altogether. It's on smogon it was announced yesterday.

@xKhaoTik It's because with prankster users using swagger, not only does the amount of damage you could do to yourself in confusion go up every time it's used, since confusion damage is based off of attack/sp. attack power, but also the likelihood of you poke hitting itself everytime you are hit with it, making it increasingly more likely that your poke will take big time damage. Adding foul play on top of that made it really hard to survive an assault from swagger users, however swagger itself was definitely enough in a lot of situations. It's most common users like Klefki and Thundurus were able to paralyze as opponents as well and add more of a chance for hax, and making it more difficult still to do anything at all with your poke.I'm just speculating, but it's probably because they want to make it less "coin-flippy," which is stupid because then why aren't paralyzing moves and Confuse Ray also banned?

Charizard Y better not get banned, it has weaknesses in it's predictability and it's not wanting a damn thing to do with Stealth Rocks, but it's pros just outweigh it's cons so heavily that we are willing to work around them. He also is just so good he doesn't have to worry about most of his flaws a lot of the time. IMO the metagame is looking pretty clean at this point, and I think as is will be just fine. I can't really see anything at the time being who are really banworthy anymore, but I could be overlooking something
How to Kill Charizard Y. Step 1. Stone Edge or Rock Slide. Step 2 Hit. Step 3 Its fucking dead.
What makes Kyurem banworthy? I don't see it. His attack is fucking ridiculous yes, but he hardly has any physical moves to work with at all. If you want to utilize the mixed attacking set you end up having to rely on his very mediocre speed and make yourself vulnerable to his very common weakness in the metagame.Prankster Whimsicot w/ Leftovers
