NRS is a great studio. They spent time and effort to make the quality of the game what it is. From the sound, to the animations, to the greatest story mode in a fighting game. Everything is what they wanted it to be.
When they kreated Injustice, like most developers, they wanted to emerge us into the world of a new game. So how did they do this? They made Superman able to dominate without much thought. They made Batman and Deathstroke, some of the few answers to him. They made Green Arrow the way he is: Great as a normal hero but thrown into a world of overpowered Heroes and Villains. They made Grundy never stop. And the list goes on and on....
One thing that they specifically added as a symbolic gesture for us is the character Shazam. In the story mode he is seen as the loyalist. He always supports Superman no matter what. And in the end how does he get rewarded?? Well we all know how he ends up. Both in game and in the story you kan see the direction they wanted to point us to. Forget your morals, forget your loyalty to characters, and remember that you are not in the world you thought you were.
Of kourse, just like in the story there are insurgents, those who oppose the rule and stick to their lower tier characters. There are even some that were metaphorically killed by Superman's Regime (they stopped playing because of the imbalance). At the end of the day, however, it is only those that choose to accept the help of the top tier that are going to win. Even Batman realized this in story mode. You kould tell he didn't want to do it, but he knew the other Batman was right. This is a world of top tiers, accept their aid or perish.
