Ivan Ooze is pure 10-0.
Petshop from JoJo BA is 10-0 vs some characters in the game while 9-1 vs rest of the cast. Many old fighting games have playable boss characters that have 10-0 vs some characters or even vs all cast. Plus some FG characters have easy to perform infinites or gliches with invincibility\freeze which give you a desirable 10-0 too.

For a 10-0 to exist you would need to have a character that fundamentally breaks the game.

The best example I can think of would be Ivan Ooze

There was an old TMNT game where a couple characters could mash jab at the start of the round and it was a block/hit infinite against over half the cast. There was no wake-up or back dash invincibility either, so the game was over as soon as it started.
